The following is a summary of the interactions, comments and items discussed. W= hile this summary is not intended to represent a complete or comprehensive accou= nt of the meeting, it is intended to reflect the salient points raised and iss= ues for further consideration. Should the attendees believe that anything might= be misrepresented or misleading, please bring this to the attention of Brian Varrella, CASFM Secretary.

1) Call to Order

David Mallory = called the meeting to order, followed by a roll call. A quorum of officers and regional representatives was present. =

2) Secretary’s Report

Minutes for the January 13, 2011 General Membership mee= ting at the Urban Drainage and Flood Control District in Denver were distributed= and reviewed. Key events in the m= inutes were updated by members present.

The CDOT and FHWA training was well attended. The topics discussed were generally broad but focused on the Federal role in floodplain management across Colorado. The original discus= sion started in Washington D.C. and trickled down to Colorado through ASFPM and NAFSMA.

The Statewide Floodplain Rules and Regulations were effective beginning January 14, 2011. The CWCB is currently preparing a guidance document and model ordina= nce to provide to communities statewide. Kevin Houck noted that any map updates started before January 14 are grandfathered and not subject to the State minimum standards. The CWCB has recei= ved many phone inquiries in the last 2 months about updating local floodplain ordinances.

The minutes were unanimously approved with no revisions= by a motion and second.

3) Treasurer’s Report

2010 Expense and Income Report <= /b>– the report was distributed to m= embers present. The Treasurer noted = the budget is tracking well, and there was little to report in detail. Total assets for the organization = add to $47,844.52 in checking and savings, and the 2011 actual budget is $117,000.00. An annual loss of $10,825.00 is anticipated for 2011.

4)         Vice Chair’s Report

a)&n= bsp;    Conflict of Interest Policy<= span style=3D'mso-bidi-font-size:11.0pt'> – a copy of the new policy was distributed electronically to the general membership prior to the meeting, and paper co= pies were passed to all present at the meeting.= The document is comprised of boilerplate IRS language with minor revisions to fit the organization. Officers will be required to sign the document annually. The document can be updated expeditiously on an annual basis without the need to prepare a status application.

A review period was followed by a motion and second to approve the policy as drafted. The motion passed with no further discussion or revisions. The final draft as approved will be circulated to CASFM officers for signatures.   <= /span>

b)&n= bsp;    Tax Status – the Vice Chair is on track to complete the 501(c)(3) paperwork prior to the 2011 Annual Conference. The CASFM Federal income tax exemption w= ill not change, but the new 50= 1(c)(3) status will exempt the organization from State sa= les tax.

c)&n= bsp;    Water Summit at APWA Conference<= /b> – the agenda for the conference = was accepted in February. Arrange= ments are being finalized. <= span style=3D'mso-bidi-font-size:11.0pt;mso-bidi-font-family:Arial'><= /span>

d)&n= bsp;    CASFM Records – a permanent location will be s= ecured for storage of the organization’s financial records. Anything that can be archived digi= tally will be placed on the website, but other documents will be stored in a secu= re location at a nominal cost. An appeal for records will be sent out to the general membership.

5)         Regional Representatives’ Reports

a)&n= bsp;    Denver Metro= – Rob= ert Krehbiel reported 50 members attended the January 26 Metro Region social at C.B. & Potts. Tom Brownin= g from the CWCB presented the Chatfield reallocation project. The next social will be held April= 7 at C.B. & Potts in Westminster. Mike Chard from the Boulder Office of Emergency Management will pres= ent Flood Preparedness After the Fourmile Canyon Fire.

b)&n= bsp;    Northeast Re= gion – Bas= il Hamdan reported a spring LID field trip is in the works for the NE Region.<= span style=3D'mso-spacerun:yes'> Holly Piza will be involved in the planning of the event. The to= ur will include completed projects and projects under construction. More information will be e-mailed = out to the general membership. =

c)&n= bsp;    Southeast Re= gion – Mich= ael Augenstein had no report.

d)&n= bsp;    Northwest Re= gion – Dav= id Mallory acted as proxy for Betsy Suerth.&n= bsp; The NW Region hosted a 1-day training seminar in Rifle on February 25. The topic was Water Law i= n a Nutshell, and all 23 attendees received 6 continuing education credits to a= pply to their CFM credentials. The social hour following the training was attended by 12 members.

Another training will be hos= ted by the NW Region on April 7 in Rifle. An agenda will be listed on the CASFM website when the topic has been finalized. =

e)     Southwest Re= gion – Vict= oria Schmitt had no report.

6)&n= bsp;        Committee Reports

a)&n= bsp;    Floodplain/C= FM – Kall= ie Bauer had no report.

b)&n= bsp;    Stormwater Q= uality – Shea Thomas acted as proxy for Holly Piza. She reported the annual field trip = is scheduled for June 23, and sites may include; (1), the new UDFCD and City of Lakewood rain garden at 21^st and Iris, (2), the Environmental Ce= nter of the Rockies in Boulder, (3), the Ketring Lake Rehabilitation and Wetland Treatment, and (4), the new sheriff’s substation in Douglas County. The schedule will be prepared at the end of April and e-mailed to the general membership in May.

c)&n= bsp;    Outreach – David Mallory acted as proxy for Ken Cecil. CASFM has reserved time at the CML conference in June 2011. We did not get a plenary session, = but we will have time for an “answers in the room” session. This will be an informational gath= ering with no PowerPoint, only question/answer and discussion time. This year’s time slot will b= e much better than the time offered in 2010.

Interest has been generated in the Fourmile wildfire burn area west of Boulder. This is potentially a significant topic, and has kept the UDFCD and = USGS busy. Flood warning gages are= being installed across the burn area right now.&= nbsp; The total area affected is somewhere between 4,000 and 5,000 acres of foothills terrain.

d)&n= bsp;    Scholarship<= /span> – Shea Thomas reported scholarship applications are due next week. They have already received more th= is year than last. The interview= and selection process will be complete at the end of April, and the winner will= be announced at the General Membership meeting in May.

News of the scholarship spread quickly due to Committee visits to the schools. Responses were received by e-mail from almost every institution contacted. Many of the Schola= rship Committee members contributed to the successful advertisement of this opportunity and the resulting response.&nb= sp;

e)&n= bsp;    Membership – Dav= id Mallory acted as proxy for Kevin Gingery and reported that 550 of our membe= rs have renewed their membership for 2011.&nb= sp; Reminders for membership update were sent out in February.

f)&n= bsp;     Training – Chri= s Carlson had no report.

g)&n= bsp;    Website – Dav= id Mallory acted as proxy for Stuart Gardner.= A new vendor was selected for online registration. Signup4 was used for the CRS works= hops and seemed to work well. Cred= it card payments cannot be processed with this service yet, but it is expected= we will be able to process payments through the same vendor soon. Signup4 will be used for the Color= ado Flood Risk Symposium.

h)&n= bsp;    Community Ra= ting System – Brian Varrella acted as proxy for Marsha Hilmes-Robinson. The CRS Committee offered 2 traini= ng courses in March on Activity 510 (Hazard Mitigation Planning) with help from ISO. 40 people attended the Longmont wo= rkshop on March 7, and 25 attended the March 9 training in Colorado Springs. Topics covered included obtaining = CRS credit for hazard mitigation plans, obtaining FEMA hazard mitigation grants, and details on the scoring of activities.&= nbsp; The training helped create inroads for cooperation between emergency responders, floodplain managers, and hazard mitigation planners.

Other CRS Committee training opportunities will= be offered after the Annual Conference near the end of this year.

i)&n= bsp;      Annual Confe= rence – Robe= rt Krehbiel held a planning session recently with the Committee. A recent planning session covered 5 topics, including the keynote speaker, field trips, notebooks, name badges,= and presentations.

The keynote speaker may be John Sikora of URS.<= span style=3D'mso-spacerun:yes'> He will be discussing the mammoth = bone discovery and geologic categorization in Snowmass. The topic is not necessarily in alignment with this year’s theme, but since the Conference is in Snow= mass again this year it was decided this was an outstanding opportunity for Conference attendees.

Another keynote speaker under consideration is = Jon Waterman or Pete McBride, author and photographer (respectively) of the 2010 book titled Running Dry: A Journey = From Source to Sea Down the Colorado River.

Field trip options for the Conference will incl= ude a visit of the mammoth dig site. A bike ride will be organized, but the field visit to Independence Pass will = not be offered this year due to lack of interest in 2010. The golf tournament will still be = held on the last day of the Conference. <= /span>

The notebook may be condensed to a booklet this year rather than a 3-ring binder. The booklet will be similar to the one that is handed out for the AS= FPM Conference, and will cost less to create.&= nbsp; Name tags may be a larger pouch that is carried around the neck. The pouch will be just big enough = to hold the booklet, and may contain a USB flash drive of all the presentation pre-loaded. The flash drive (= if economically feasible) will substitute for the CD typically distributed at check-in. Name tags may also include a pen, vender information, and the platinum sponsor’s name and logo.

Requests for vendor space were received immedia= tely after the 2010 Conference. The banquet sponsor for 2011 has already been selected, but there is still plen= ty of space for more vendor booths.

7)&n= bsp;        Other Business

a)&n= bsp;    Colorado Flo= od Risk Symposium – the Symposium will be held April 14, 2011 at the Natural Hazards Center in Boulder. Th= ere will be a substantial Federal and State presence at the event, and the effo= rts right now are to involve more members of the emergency management profession. An emergency mana= gement event is being held the same day creating a conflict for these individuals.

The Symposium historically occurred over 3 days= in Washington D.C. The first day= of the 2011 event was held in Washington again. Hosting the event in Indiana (Apri= l 12) and Colorado (April 14) allows our Federal counterparts to get closer to lo= cal issues. Approximately 80 peop= le from Colorado have been invited to the event, including 4 individuals that attended the Washington session. No sponsors were requested for the event, so the consulting community in Color= ado was directly invited. CASFM w= ill report the results of this event to ASFPM staff following the symposium.

CASFM contributed $5,000 to the ASFPM Foundation match in 2010 to fund this event. No extra costs beyond this one-time contribution are expected from C= ASFM at this time.

Background information will be sent to attendees from ASFPM prior to the event. Final planning details will be completed with the Planning Committee= at the Natural Hazards Center during the week of March 21.

b)&n= bsp;    Statewide Snowpack Update – Kevin Houck reported the state currently has its largest statewide snowpack since 1997. Most basins across the state are a= bove average snowpack to-date. Nor= thern basins are at approximately 130%, and southern basins are just under 100%.<= span style=3D'mso-spacerun:yes'> The long-term forecast anticipates= a dry and warm spring, so major statewide snowmelt events are not anticipated at = this time. The northwest corner of= the state is getting the most attention at this time.

The State Flood Task Force will meet on March 17 at the Colorado Division of Wildlife building on Broadway in Denver.
