The following i= s a summary of the interactions, comments and items discussed. While this summa= ry is not intended to represent a complete or comprehensive account of the meeting, it is intended to reflect the salient points raised and issues for further consideration. Should the attendees believe that anything might be misrepresented or misleading, please bring this to the attention of Shea Th= omas, CASFM Secretary.

1) Call to Order

David Mallory called the meeting to order. A quorum of officers and regional representatives was present <= o:p>

2) Secretary’s Report =

Draft minutes from the July 15, 2011 General Membership meeting at Hotel Colorado in Glenwood Springs were distributed and reviewed= . A motion was passed unanimously to approve the minutes without discussion or modification.

3) Treasurer’s Report =

Expense, Inc= ome and Budget Report – the report was distributed to members present. The Treasurer stated the budget is tracking well for the year. Approximately $21,000 is currently held in the savings account, and approximately $97,000 in checking. The checking account balance is high since Conference expenses have = not yet been paid. Everything lis= ted after July 2011 is new as of the last report. No loss has been shown in the budg= et for 2012 yet. The budget will be updated after the Conference. The expense, income and budget reports were unanimously approved by a motion and second.

4) Vice Chair’s Report <= span style=3D'mso-bidi-font-size:11.0pt;mso-bidi-font-family:Arial'><= /span>

a)&n= bsp; Amendment to= the Articles of Incorporation – the Vice Chair reported that minor cha= nges to the Articles of Incorporation were necessary to help the organization ch= ange tax status. CASFM will change= from a 501(c)6 organization to 501(c)3 very soon, mea= ning we will no longer pay state taxes. This should save between $5,000 and $7,000 per year, mostly on taxes associated with the Annual Conference.&nbs= p;

Amendments included about two paragraphs of legal language indicating that no Board member may profit from CASFM, and indicating if CASFM dissolv= es all funding will be donated to a non-profit of similar function. These statements are already in ex= isting CASFM Bylaws. Updated tax code references were added to this amendment effort. The new Articles will not change t= he organization’s ability to lobby or participate in a political process.

The membership present moved to approve as amended. It was approved by second and a unanimous vote. The CASFM Sec= retary will sign and send the revised articles to the Secretary of State for recording. Final text will be posted on the website.

b)&n= bsp; Water Summit= at APWA Conference – the Water Summit was hosted in Denver and organized by CASF= M at this year’s APWA National Conference. The event was held the week prior = to CASFM’s Annual Conference. The full 1-day Water Summit included a presentation by Bill DeGroot = on UDFCD history, a presentation by Kevin Houck on statewide snowpack and runo= ff experienced in 2011, a field trip organized by Dave Bennetts, and presentat= ions from many other CASFM members. Field trip destinations and activities included the Greenway Foundat= ion, Confluence Park, and FasTracks projects in the Denver area. Approximately 50 people attended, = lunch was served, and the overall field trip was well-received.

c)&n= bsp; Status of Insurance Update – insurance for the organization will lapse after the Conference. Our previous brok= er was unable to stay in business, but after multiple options were explored, a new insurance provider was selected. CASFM should be duly insured again shortly after the Conference.

The Chair recognized the diligence and dedication exhibited by the V= ice Chair in pursuit of the 501(c)3 status, the acquisition of insurance, and the organization of the APWA Water Summit in 2010-2011. =

5) Regional Representatives’ Reports

a)&n= bsp; Denver Metro= – Rob= ert Krehbiel reported 4 socials will be held in 2011, and of those 3 were done. In January, Tom Brownin= g of the CWCB discussed the Chatfield Reallocation. At the April social Mike Chard pre= sented an update on the ensuing Fourmile Canyon flood season emergency preparation= efforts. The August social featured Brian H= yde discussing the Westerly Creek Connection.&= nbsp;

The next Metro Region social will be held in October or November.

b)&n= bsp; Northeast Re= gion –Basil Hamdan reported the field trip for LID sites in Fort Collins and Denver was= a success this year. Holly Piza assisted with this effort. He anticipates the incoming NE Reg= ion Representative Mark Kempton may organize a follow-up trip to the Fort Colli= ns water quality demonstration site.

c)&n= bsp; Southeast Re= gion – David Mallory acted as proxy for Michael Augenstein, reporting that a flood occur= red recently in 4½ miles of the southern Colorado Springs area. No damage was reported from the ev= ent. The region is hopeful that a DFIRM update will occur in December for El Paso County.

d)&n= bsp; Northwest Re= gion – Bet= sy Suerth had no report.

e) Southwest Re= gion – Vict= oria Schmitt reported the new Regional Representative is from Crested Butte. This region has only 7 or 8 member= s that are geographically spread across the region, making regular meetings difficult. The collective experience of SW Region members suggests that many P.E.s across the region = feel stormwater quality is not important, and environmental quality is a difficu= lt subject.

The SW Region contains many Tribal lands that are under EPA jurisdiction. This makes over= sight a problem for downstream communities that receive waters from these lands.<= span style=3D'mso-spacerun:yes'> There will be more discussion on t= his topic in the coming year.

6)&n= bsp; Committee Reports

a)&n= bsp; Floodplain/C= FM – Kall= ie Bauer said 36 people took the CFM exam at the Conference this year. All CFMs at the Conference will re= ceive 12 CECs for attending. The cr= edit should take a month or two to show on ASFPM records.

b)&n= bsp; Stormwater Q= uality – Hol= ly Piza noted the primary event this year was the water quality field trip in Denver and Fort Collins. The bus tour included 54 members from the Metro Region looking at the Taxi Redevelopment site. More members joined the= bus tour in Fort Collins to look at 5 other demonstration sites.

Next year’s tour may include LID site or individual practice sites like the NREL property or the Barnum wetland. Holly would appreciate any suggest= ions of other locations.

c)&n= bsp; Outreach – Ken = Cecil had no report.

d)&n= bsp; Scholarship<= /span> – Shea Thomas discussed this year’s recipients at the Wednesday lunch. Next year’s selection proces= s will be made in November 2011. The= UWRI Scholarship will be awarded to an undergraduate student, and the Ben Urbonas Scholarship will be awarded to a graduate student. By state tax law, no friends or fa= mily of CASFM may be eligible to apply for scholarships, but members taking at l= east 3 credits are eligible. The citizenship requirement was discussed at a previous General Membership meet= ing, and the members present moved and approved to drop the requirement by a una= nimous vote.

Shea stressed the need to continue to advertize these scholarships. Last year’s outreach for undergraduates was successful, but only 1 candida= te applied for the graduate scholarship.

e)&n= bsp; Membership – Kev= in Gingery stated CASFM currently has 661 active members and should break 700 after the Conference.

Kevin solicited input on the membership applica= tion and the general consensus was that it did not require modification. Some concerns had been expressed t= hat retyping membership information for agencies every year was a lot of work.<= span style=3D'mso-spacerun:yes'> It would be nice to carry that information forward every year. Kevin noted that the option exists to check a box if all information= is the same year to year. <= /o:p>

f)&n= bsp; Website – Stua= rt Gardner reported that the biggest change this year was moving the website signup application from CVENT to Signup4.&= nbsp; The new software has the advantage of unlimited registrations for a single annual price, and seems to save the organization time and money. Alan Turner used this program to set up the Annual Conference registration form. Next year Stuart is hop= ing printable receipts will be available. CASFM has a 3 year contract with Signup4.

g)&n= bsp; Community Ra= ting System – David Mallory acted as proxy for Marsha Hilmes-Robinson. The CRS Committee recently deliver= ed comments to the CRS Task Force in response to the changes proposed for the = CRS Manual in 2012. Changes are extensive, and the Manual will be very different next year. The CRS Committee presented positi= ve feedback to the Task Force, and all feedback is now available on the CASFM website.

The EMI field-deployed CRS training will be hel= d in Longmont from October 11-14. = French Wetmore and others will be in attendance to present a curriculum that is Colorado-specific in nature. = The course is $25 and limited to 35 people.&nb= sp; The Chair noted that communities across the state are now eligible f= or about 400 points for the uniform minimum credits available through the new State Floodplain Rules and Regulations adopted early this year.<= /span>

h)&n= bsp; Training – Dav= id Mallory acted as proxy for Chris Carlson.&= nbsp; The Training Committee is looking for new training opportunities. They plan to meet in 1 month to re= group and plan for the upcoming year.

A comment from the membership suggested the Outreach and Training Committees might benefit from merging efforts. Each individually is difficult to maintain and there are many occasions where efforts seem to overlap. It was suggested the organization = might benefit if these two committees were combined into one Education and Outrea= ch Committee. No motion was offe= red and no action was taken, but the Chair acknowledged the potential value of = such a merger in the future.

i)&n= bsp; Annual Confe= rence – Robe= rt Krehbiel was unable to provide a report due to time constraints.

7) ASFPM Report= – Brad Anderson reported a desire at ASFPM to coordinate services more closely with CASFM. ASFPM is currently inv= olved in trying to pass NFIP reform. A short-term reauthorization is likely to pass, but a more sweeping bill has = been passed by the House and is waiting for the Senate. A member alert will be sent out so= on to update ASFPM members on the bill’s status.

ASFPM is trying to improve chapter and member benefits through regul= ar phone calls and improved committees and services. There is also a push from the Boar= d to get No Adverse Impact (NAI) out to communities across the nation.
